Local Plan Review 2020-2040
On 21 July 2021, the Government announced that, subject to Parliamentary approval, a new unitary council for Somerset will be formed on 1 April 2023 to replace the existing county and district councils. However, Exmoor National Park Authority will remain as the Local Planning Authority for the area of National Park within Somerset.
Given these timescales and the numerous stages in Local, Mineral and Waste Plan preparation the existing councils will therefore no longer be progressing new plans through the statutory process based on their individual geographies. Existing county and district councils are working closely to scope the content and timescales for new Development Plan(s) to be prepared in the future as part the single unitary council. This includes ongoing work to progress and align key evidence base documents. Relevant documents, including an updated Local Development Scheme (LDS) for the new Somerset Council will be published in due course as the councils work through the transitional arrangements.
There are a number of workstreams currently being progressed to ensure a smooth transition to the new council. There is a clear commitment to ensuring effective plan-making arrangements are implemented going forward and we will update our web pages when there is further information regarding timescales and scope of any new Development Plan Documents.
The current Local Plan documents for South Somerset District Council can be found here link and will remain part of the Development Plan until they are replaced either wholly or in part by new Local Plan documents produced by the new unitary council. For the avoidance of doubt adopted Neighbourhood Plans will continue to remain part of the Development Plan for relevant areas.

Preferred Options Consultation 28 June 2019 - 5pm 18 September 2019
The Council prepared a Preferred Options document which can be viewed electronically by clicking here . Hard copies of the document we made available during normal office hours in the District Council offices in Yeovil or libraries across the district.
The document set out for consultation the Council’s proposed strategy for delivering new homes and employment over the period 2016 to 2036, including site allocations and policies against which planning applications will be assessed.
The document reflects the latest Government Guidance in the updated National Planning Policy Framework (NPPF) and the evidence base produced to support the Plan process. The Local Plan Review will provide us with a refreshed policy framework that will guide and shape development in the District up to 2036.
The consultation was designed to involve as many individuals and businesses of South Somerset as possible so that views could be collected and taken into account to help shape and evolve the next stage of the Local Plan.
The consultation period was held from 28 June 2019 to 18 September 2019.
After the consultation the relevant and main issues raised will be extracted and collated to be presented to committee when we are ready to progress to the next stage of the plan process. Further consultation is expected to take place in 2020/21.

Rural Designation of Parishes in South Somerset
On the 1st April the District Executive resolved that the Council should apply to the Ministry of Housing, Communities and Local Government to formally designate our parishes with a population of less than 3,000 as ‘rural’ under section 157 of the Housing Act 1985.
The Council received notification from the Right to Buy Team at the Department of Levelling Up, Housing and Communities that the legislation for our requested parishes to be designated as rural had been laid in Parliament. The Statutory Instrument came into force on Monday 29th November 2021 - The Housing (Right to Buy) (Designated Rural Areas and Designated Regions) (England) Order 2021. This designation is an important policy tool, and the reasons for seeking it are explained in the report to District Executive on 1st April 2021.

Housing & Economic Land Availability Assessment
What is the Housing and Economic Land Availability Assessment (HELAA)?
It’s an important document which provides guidance as to where future development could occur. It provides evidence that brings together important information related to sites which could be used future housing and employment land delivery in South Somerset.
Importantly, the identification of potential sites within the HELAA does not imply that planning permission would be granted if an application were to be submitted, nor that a site will be allocated for development, but it will assist in the new preparation of the new Local Plan and help to inform the five-year supply of deliverable housing land. It will include sites suitable to accommodate five dwellings or more, or economic development of 0.25ha (or 500m2 of floor space) and above.

These assessments are intended to provide additional evidence base to inform the next iteration of the Local Plan Review. They are not designed to replace or to be used instead of any more detailed landscape assessment that may be required as part of the site allocation or planning application process.

Statement of Community Involvement
Somerset Statement of Community Involvement Consultation.
As part of preparing for the new Somerset Council, the County Council and District Councils are currently consulting on a new Statement of Community Involvement (SCI). The new SCI will set out how the new Somerset Council will involve our communities, organisations and other interested parties in the planning process. This includes consultation when preparing future planning policy documents, and how we will involve people and organisations when we assess and decide on planning applications for new development.
